Congress which is second largest party in India failed to form government where it got highest number of seats. Despite being ahead of BJP, it failed to show bahumat. The main reason behind is many of the party leaders failed to make a coalition. Some of the Goa congress are miffed with the Delhi senior leaders that they could have acted fast like BJP.
Every act by them to form government on the two states failed and BJP formed government by making two of their prominent candidates as CM. Last day Manohar Parrikar took oath for the 3rd time to become goa chief minister, along with him 7 other BJP leaders also took oath. But as congress has complained about it in Supreme Court, there will be a floor test on March 16.
In Manipur , today N Biren Singh of BJP took oath as CM. Though they had only 22 seats but they collaborated with the other party leaders and went to Governor Nazma Hepatullah. So in both states the BJP acted first and congress failed to make a mark.

Congress spokesperson
Abhishek Manu Singvi said: "Unfortunately the BJP is now becoming an
expert in creating governments through Governors whereas government
creation is the work of the people who vote.
"Government creation is neither for the Governor, nor for the Party to
whom the Governor earlier belongs and still appears to be acting for.
Therefore, this is a clear attempt to nullify peoples' mandate," he
added.
